Flora corresponded with many different groups and individuals. In determining the benchmarks and records for various floods (1844, 1903, 1951), he consulted the mayor of Manhattan, Kan.; personnel of the Union Pacific Railroad; and others. Flora also was in communication with senators and congressmen, local news publishers, and N.T. Veatch of Black & Veatch, engineers, in Kansas City, Mo.
