Primarily correspondence relating to floods in Kansas, as well as methods of prevention and flood control. Also includes articles and maps. Flora corresponded with many different groups and individuals. In determining the benchmarks and records for various floods (1844, 1903, 1951), he consulted the mayor of Manhattan, Kan.; personnel of the Union Pacific Railroad; and others. Flora also was in communication with senators and congressmen, local news publishers, and N.T. Veatch of Black & Veatch, engineers, in Kansas City, Mo.
